
In France and the European Union, the sale of candles and scented melts is subject to strict legislation. Whether you're selling handmade candles at a market, in a store, on your website or even during private sales at home, you must comply with certain legal obligations.
In addition to safety data sheets, candles must bear labels complying with two essential standards:
NF EN 15494, which covers fire safety.
CLP regulations, which govern the labeling of hazardous substances.
Please note that the Direction Générale de la Concurrence et de la Consommation (DGCCRF) carries out regular checks at points of sale. And if you decide not to comply with these legal obligations, you could face a fine of up to 50,000 euros and 3 years' imprisonment.
This is the European standard for fire safety of candles for indoor use.
It requires the display of a number of safety standards, such as the risks associated with candle combustion or the risk of fire, and the recommendation of advice.
Mandatory information :
Labels must include a general warning pictogram (an exclamation mark in a yellow triangle) and seven pictograms, covering both safety advice and precautions for use:
1. never leave a candle unattended
2. "Do not let the candle burn on or near flammable objects".
3. "Keep burning candles out of the reach of children and pets".
4. "Avoid direct inhalation of smoke".
5. "Ventilate room well after use".
6. "Use a suitable heat-resistant support" for votive candles, which liquefy as they burn.
7. "Use a suitable bowl filled with water" for floating candles.

Optional but recommended:

CLP (Classification, Labeling and Packaging) is the European directive n°1271/2008 which governs the labeling of hazardous chemicals and mixtures. It applies to all scented candles and scented fluxes, even those made with natural ingredients.
Mandatory information on CLP labels :
In accordance with these regulations, all warnings must be visible and legible. You are free to choose the layout of the pictograms, the order of the hazard statements and even the order of the precautionary statements, which will nevertheless be grouped together.
Please note: CLP labels must differ according to the fragrance used.
All information must be written in the language of the country in which you sell your candles.
Gourmet candles:
Candles in the shape of cakes, sweets or other foods are subject to specific rules to avoid any confusion with real food, especially for children.
Regulation 2023/988 requires that these candles contain no detachable parts likely to be ingested. Wax decorations must be inseparable from the candle.
UFI code: a new obligation from 2025:
From 2025, the UFI code must appear on the label of all products containing hazardous mixtures. This identifier enables rapid response in the event of an emergency, and facilitates product traceability. We therefore recommend that you generate a UFI code for each candle formulation concerned, and include it on the corresponding labels.
Reporting to poison control centers:
Mixtures classified as hazardous must be declared to the relevant poison control centers. This is essential to ensure effective management of any incidents involving your products. Make sure that all your formulations are correctly declared and that theinformation is up to date.
Waste management and sorting information:
In accordance with the AGEC law, it is now mandatory to affix harmonized signage on packaging to inform consumers of the appropriate sorting rules. This measure aims to improve recycling and waste management. Make sure your packaging bears the required pictograms and the corresponding sorting instructions.

It's best to place them on the base or back of the candle. Make sure they're securely attached to your product and can't come off. The safest way is to use self-adhesive labels.
